The 2026-08-31 sitting fanned out all four advisory officers, who filed drafts #90 (COO), #92 (CMO), #93 (CISO) and #94 (CTO) between 02:45 and 02:47. The CEO step never ran. No minutes:final issue was filed, the four drafts stayed open, and no Telegram went to the owner. The sitting was closed out 24 hours later by a separate unattended run.

Why this is worse than it looks

  1. A ruling nobody made is a ruling nobody follows. For a full day the tracker showed four contradictory recommendations with no resolution — the COO wanted drb-worksession.md 5b/5d edited that night, the CTO and CISO wanted it left alone. Either could have been picked up as "the board's position" by the next run.
  2. Drafts rot fast. By the time #97 was written, three premises across the four drafts had gone stale in under 24 hours (A2 shipped in b722223; #78 closed; #89 closed). A sitting closed the same night would have ruled on facts that were still true.
  3. The owner heard nothing. The standing order is that every sitting ends with a Telegram from the CEO and no other officer contacts the owner. A dropped CEO step is therefore a silent failure by construction — nothing else in the process notices.

This is the same class of defect as #49 (CTO draft #40 duplicating #39 and losing the CTO record): the board skill has no step that detects its own incomplete run.

What to fix

  • A minutes:draft issue open with no minutes:final referencing it should be loud. Cheapest version: sprint-start (which already pulls open issues in both repos) flags any minutes:draft older than 24h as drift, the same way it flags DEFERRED.md drift.
  • The board skill should state that an abandoned sitting is closed out by the next run rather than re-convened — re-fanning four officers to re-derive stale drafts is the expensive path, and #97 shows the cheap path works.
