The COO (#38) found that 7 of the 10 items in BUSINESS_MODEL.md §8 had no Gitea issue and no DEFERRED.md entry - they existed only as prose in a document nobody was scheduled to act on. This issue exists so the owner-only half stops being invisible to the backlog. None of these are buildable by an agent.
