Position

Working from: GOALS.md (ratified, binding) and minutes #62 (ratified, binding) - no minutes:final has re-ratified segment #1 itself, so tow/collision stays the provisional beachhead under test, unchanged from #59. On the actual agenda: I concur with the COOs #70 recommendation to stand up a growth-ops agent persona, not a human or contractor, and I revise - not reverse - my #59 conclusion.

What I revise: the claim almost all go-to-market work is owner-only oversold the frame. I described GTM through the owner walks into 40 tow yards, which made the whole function look owner-bound. It never was - my own #59 rec. 4 already put the target list and opener script on the agent side. Whats genuinely irreducible is narrower: about 12 live conversations, each requiring the owners own credibility and judgment on a name-suppressed public-safety product pre-E&O. Everything else - list build, scripts, briefing, logging, follow-up drafting - is persona work today, agent-eligible, none of it new.

What actually changes the owner-hour math: #62 Decision 6d bars live-data demos until Gate B3, which makes #42s showed them the map bar impossible to satisfy legally right now anyway. That forces the qualifying bar onto conversation content, not delivery mechanism - which means a 15-minute phone or video call counts exactly as much as a 45-minute walk-in plus drive time. That is a real, board-actionable reduction in owner-hours per conversation, independent of any hire.

Who I think pays, and why

No change to segment #1 this sitting - not re-litigating with no new field evidence (still 0/12). Flagging again per standing instruction: real-estate/neighborhood-safety stays declined, not on this agenda, no new reason to revisit.

Claims audit - re-verified in source today, not carried over from #59

Claim (surface) Status Note
Pricing page renders PLANS catalog FIXED app/pricing/page.tsx now ships Pricing is in development plus a /waitlist CTA, PLANS no longer imported. Matches Gate A. server-26#46 is still open in tracker state - likely the inline-unbuilt-marker/AI-disclaimer sub-items, not the price itself; CTO should confirm before closing
Homepage Get started to /login could not create an account FIXED Both hero and closing CTA now read Request access to /waitlist, which POSTs to a real routers/waitlist.py endpoint (c2api.joinWaitlist), collects email/org/note only, promises nothing about price or plan. Verified: app/page.tsx L60/128, app/waitlist/page.tsx. This was the single most dangerous live claim in #59 - it is no longer live
Client/setup.sh one-line install (node-26#4) vs page.tsx seeing incidents within minutes PARTIAL, still overclaimed Real path is still manual clone plus interactive prompts. Live but low-severity: no prospect self-serves pre-Gate-B, so it cannot cost a conversation in the next 11 days. Backlog item, not board business
units_active/units_cleared/vehicles render NOT BUILT, unchanged UI_REDESIGN.md-scoped, still thrown away by the frontend. No differentiation claim should lean on it yet

Recommendation

  1. Stand up growth-ops as an agent persona via the HIRING flow - not a human hire (no repeatable script at 0/12, and #47 means there is no entity to put a W-2 or 1099 through), not a contractor/agency (a name-suppressed, technically dense, physical-safety product needs owner domain briefing regardless, which reproduces the exact owner-hour cost we are removing, on top of an unjustifiable $3-10k/mo pre-Gate-B retainer). Owner: CEO + Claude wiring, target 2026-08-26.
  2. Scope, tightened from #70: builds/maintains the Westchester list (feeds 6c), drafts outreach scripts and call/video openers, preps a one-page brief before each conversation, logs outcomes into #66. Hard boundary, same one binding this session: growth-ops drafts, it never sends - no email, call, or DM leaves the building without the owner (or CEO, per the existing comms boundary) pushing send. This is not a new restriction, it is naming the one already implicit in how every persona here operates. growth-ops alone decides list order and script wording; anything touching price (Gate A) or live-data content (Gate B3) comes to the board.
  3. Ratify phone/video calls as equal-weight to walk-ins for the 12, per Decision 6ds own logic (screen-share is barred anyway, so the bar has to be conversation content - real, dated, specific data about the prospects own coverage area - not delivery format). This is the fastest lever on the 11-day clock: it roughly halves owner-hours per conversation and removes the I have to physically visit 40 places framing the owner objected to. Owner: CEO to ratify, same read as COOs Decision 6d.
  4. Warm introductions: owner forwards a name and one line to growth-ops (minutes, not hours); persona drafts the outreach same day and preps the brief; owners only remaining step is showing up to the call. This is the one channel that needs no owner feet. Trade groups/associations and a reseller/partner are both ruled OUT for the 11/28-day window: no meeting cadence or partner relationship exists to reach on this timeline, and sourcing one reproduces a full sales cycle. Existing scanner/first-responder communities are ruled OUT for the 12-count specifically - wrong audience (friends-and-family, not the paying beachhead) and carries the vigilantism-optics risk this document exists to flag; fine as free-tier growth, not as a qualifying conversation. Owner: owner + growth-ops, ongoing from 2026-08-26.
  5. Hold both dates unmoved: 2026-09-05 checkpoint (4 conversations) and 2026-09-22 kill criterion (12). Standing up a persona is not a reason to slip either - its job starts immediately and does not gate the owners first call. Owner: COO to monitor, dates unchanged.

Residual owner-hours: about 1 hour per conversation (call/visit plus a one-line log entry) - under the phone/video ruling, several of the 12 can run shorter than that. About 4 hours by 2026-09-05, about 12 hours total by 2026-09-22, plus a one-time 30-60 min wiring session for the persona itself. All comfortably inside the under-5h/week cap, and per COOs fencing (rec. 3, concurred) it is the entire discretionary owner-hour budget for this window.

Cost in money: effectively $0 marginal for the persona (existing Claude usage). Zero recruiting/payroll/1099 cost, which also sidesteps #47 (no entity to run either through).

One-line rulings, node-26

  • node-26#1 (default creds, node-002): agree with COO - not board business, straight execution on a live credential exposure. Owner/CISO, date 2026-09-01.
  • node-26#4 (manual clone before install): real but low-severity overclaim - no prospect can hit it pre-Gate-B, so it cannot cost one of the 12 conversations. Backlog, CTO owns, no board date needed this sitting.

Needs a CEO ruling

  • Ratify Decision 6ds implication explicitly: phone/video conversations count equal to walk-ins toward the 12, provided they meet the content bar (real, dated, specific data about the prospects own coverage area). This is the single ruling most likely to move the count off zero before 2026-09-05.
  • Approve growth-ops persona scope as written in rec. 2, including the draft-only/never-send boundary, before wiring begins 2026-08-26.
  • Confirm server-26#46s remaining open sub-items (inline unbuilt markers, AI disclaimer) so it can close against actual state - the price removal itself is done and should not keep it open as if nothing shipped.

Board sitting of 2026-08-25 is closed. Ruling and full rationale: #79 — Board 2026-08-25 — Growth function ownership and the qualifying-conversation definition — FINAL MINUTES.

Headline: growth-ops agent persona, chartered 2026-08-26 with zero credentials and zero send capability (HIRING scope at #78, owner wires it, the board does not create it). Both dates hold — 4 conversations by 2026-09-05, 12 by 2026-09-22 — and phone/video now count equally toward the 12.

Where this draft was overruled or amended is recorded in the Dissent section of #79, not here. Closing as superseded by the final minutes.
