Ratified qualifying-conversation definition — board minutes #79, decision 5, 2026-08-25. This amends the "the owner physically walks in" framing in this issue's body. Minutes #62 decision 6d governs over minutes #42's conversation-quality wording.
Phone and video conversations count exactly as much as a walk-in. #62 6d already bars a live-data demo, so the walk-in's only structural advantage — showing the screen — is unusable anyway. The bar is therefore conversation content, not delivery format.

The #62 Decision 6c deliverables did not exist as of tonight —
Version 5C/growth/was an empty directory, 3 days after the decision and 2 days before the persona chartered to own them (#78) was due. Both are now written:growth/westchester-target-list.md— 33 operators with name, phone and street address each confirmed against a public listing (pulled 2026-08-27), plus 6 phone-only leads flagged unverified and excluded from the 33. Nothing invented; a fabricated number would spend owner-hours we do not have. Every automatable precondition is now discharged: there is a list to dial and a script to dial it with. The remaining gap is entirely owner-hours on a task with no partial credit and no agent substitute — the persona in #78 is explicitly barred from sending or contacting anyone (#79 decisions 2 and 3), so no amount of agent work moves this number.
One qualifying call takes roughly 10 minutes. Four of them is well under one week of the sub-5h/week cap. That is the whole ask before 2026-09-05.

Slot choice avoids Monday morning and Friday afternoon, which are the worst hours for a tow or collision shop. Both sittings are placed before Thu 09-03 on purpose, so a callback still has somewhere to land.
The sheet also carries the two required questions verbatim, the Gate A / Gate B3 hard rules, and a paste-ready log template for this issue.

Open question to the owner, carried in tonight's brief
Did the 2026-09-01 sitting happen at all? Never logged either way. It is the single fact separating the channel doesn't work from the commitment wasn't made, and the company has spent 12 days reasoning about the wrong one.
Neither #146 nor this gate depends on the answer — but the answer changes what the 2026-09-22 sitting is about.
Owner correction, 2026-09-13 (post-sitting): the 09-16 gate above is wrong-shaped. The owner is decision-only, not the one placing calls — that's what minutes #79 already established (
growth-opsowns outreach).
